Had the Lieutenant Governor of Delhi VK Saxena not intervened, the Delhi Assembly would have become completely digital by now. Delhi Assembly Speaker Ramniwas Goyal said this on Monday. In a press conference in the Delhi Assembly on Monday, Ram Niwas Goyal claimed that if the Principal Secretary Finance issues instructions to appoint Project Management Consultants for the digitization of the Delhi Assembly, then we will completely digitize the Assembly in three months. Goyal told that the LG office is completely doing politics on this matter and all the facts given by them are baseless.

LG office told a fabricated story

Goyal said that the process of e-legislation started in 2015 when the charge was with the Union Ministry of Communications and Information Technology. A sub-committee of the General Purposes Committee of the Delhi Legislative Assembly visited Himachal Pradesh on 8 October 2015 to study the implementation of e-Vidhan. Thereafter, the Secretariat sent a detailed project report to the Union Minister for Communications and Information Technology, Ravi Shankar Prasad on 16 October 2015. Assembly Speaker Goyal said that in an attempt to interfere in the work of the Assembly, the LG’s office has concocted a story that despite the full cooperation and funding of the Central Government, the Assembly was not made paperless and its digitization was delayed.

No permission to start e Vidhan project

He further informed that in 2018 the project was transferred from the Union Ministry of Communications and Information Technology to the Ministry of Parliamentary Affairs. After this, a revised project report was submitted to the Ministry of Parliamentary Affairs on 26 February 2018 and despite three years of struggle, the Central Government did not allow the Delhi Legislative Assembly to start the e-Vidhan project. In this context, repeated contacts and reminders were sent for early release of funds, but no action was taken. After this, the Ministry of Parliamentary Affairs abandoned the e-Vidhan project as a deliberate policy and started a new initiative, the National E-Vidhan Application.

The officers of the Delhi Legislative Assembly participated in the meeting and training organized by the Ministry. However, it was found that in contrast to the previous scheme, NEVA has handed over the control of the content to the Ministry of Parliamentary Affairs, as opposed to the Legislative Assemblies and Chambers. It may be mentioned here that despite eight years having passed, the LG office had said not to digitize and paperless the Delhi Assembly. Also said that the Center had also talked about giving 100 funds to the Delhi Assembly for this project.
