Haryana’s Lokayukta judge Hari Pal Verma said the annual report for 2022-2023 has been submitted to the governor. Reports are placed on the meeting floor for discussion.

The Lokayukta said that of the 1,640 complaints received by the Lokayukta office last year, 577 complaints have been dealt with. Most of these complaints were related to corruption in the police department and illegal occupations in the Development and Panchayat departments. He said the police department’s complaints would be forwarded to DGP Vigilance for a preliminary investigation. In addition, the employee against whom the complaint is directed is also given the opportunity to be heard.

He said that the Lokayukta issued general instructions to ensure annual property details for every police department employee. Then came reports from the police commissioners. He said the complaints from the Development and Panchayat departments are related to illegal encroachments on rural areas. After being heard, it is ensured that action is taken against them. The Lokayukta said that the HSVP has provided a 1-hectare plot of land for the Lokayukta building in Panchkula, where construction will soon be completed and the building is expected to be erected over the next two years. After that, the Lokayukta will function in a better way.

In response to a question, the Lokayukta said that last year, after learning about suo moto, the HSVP land rents in Gurugram and the purchase of books for the elementary school were also sent for investigation. He said most of the complaints come from Bhiwani, Dadri and Badhra districts in Lokayukta. Any person can apply to the Lokayukta by paying a fee of one thousand rupees along with an affidavit for a simple application. These complaints are heard by the Lokayukta. There is also a fee exemption for poor people. He said that large-scale measures are being taken by the Department of Information, Publicity, Language and Culture to make Lokayukta’s information available to the public.

In another reply, the Lokayukta stated that after the decision on the complaints, an application was made to make provisions for review, amendment and contempt of court and also to grant the complainant the right to withdraw his complaint after the complaint was registered. He said that if Lokayukta from Haryana gets more powers like Madhya Pradesh and Karnataka, Lokayukta will work more effectively.
