Narnaul News:When Prime Minister Manohar Lal (CM Manohar Lal) announced the construction of a new 200-bed hospital building at the district headquarters, there was hope to improve healthcare in the area and curb the referral system, but amazingly, that is despite everything as the cornerstone of the construction was laid in 2021, the construction work has not yet been completed even for a single floor. The company had stopped work due to non-payment under the agreement and appealed to the Supreme Court. Now the company has begun rebuilding by order of the Supreme Court, but no file has been advanced despite the lapse of ten days. If payment is not made to the company within a month, the sword of danger again hangs on its construction.

It is noteworthy that Narnaul Civil Hospital operates in the old building and the Public Works Department registered their report stating that the use of this building is dangerous. With this in mind, the need for a new hospital building in Narnaul was recognized and the chief minister of the state, Manohar Lal, not only approved the 200-bed hospital, but also the fitting out of the seven-story building with modern facilities. A new building is being built by demolishing the old nursing staff quarters on the site of the civil hospital. This building is a seven-storey building except for the basement. The basement is used as a parking lot for vehicles. Construction started in March 2021. The government has approved Rs. 24.48 crore for this building and it is said to cover an area of approximately 1.61 lakh square feet. When construction began, the work was contracted out to Garg & Company of Jind, with a target of two years for the construction work. The company began work in the basement, then began work on the first and second floors of a building, but later stopped work. The company was not paid and work was halted. Last year, due to the rains after the work stopped, there was a lot of water in the basement and the area itself got sick due to the many mosquitoes. Later, work was halted continuously for almost a year and the company went to the Supreme Court for non-payment. Hearing this, the HC announced its verdict about ten days ago that the government should pay the company within a month and also ordered the company to start construction of the building. As a result of this order, the company started construction again, but no payment had been made to the company even after ten days. Because of this, things seem to go wrong again.

These will be the facilities

A new 200-bed hospital building is planned to be built in the civil hospital, which is to build city scan, x-ray, ultrasound, delivery room, emergency room, operating room, dental and blood bank, etc. These facilities were intended to solve the problem of patient referral from here, but due to the delay in building construction, these facilities are not available to patients and the hospital remains a referral hospital to this day.

Company dispute regarding payment

The civil surgeon Dr. Ramesh Chand Arya and Assistant Civil Surgeon Dr. Dinesh Kumar informed that a new hospital building with 200 beds is to be built. The foundation is being prepared. The building should be handed over from March 2022 in August 2024, but will be closed after around six months of construction. There is a dispute about the company’s payment. Now it has been working again for two days, but this afternoon it was off again. Instead of having the health department do this work, the government has the agency do it through the public works department.

Due to a lack of funds, the work could not be continued

Shashank Garg, the owner of Garg & Company, said that we have started construction of the new hospital building and payment for the work done has not yet been made. The work could not be continued due to a lack of funds. Because of this, we had to go to the Supreme Court. Now the Supreme Court has ordered the government to pay and let us get to work. We have resumed work but it has now been ten days and no file is being moved. It seems that no payment will be received in this one month. In this case, the work will be stopped after one month. In addition, after the holidays, we will be forced to go to the Supreme Court and file a contempt lawsuit. Without money the work cannot progress. You should be paid for the work done.
