Bhindranwale was a former leader of the Khalistan movement. According to indications received from Pakistan’s intelligence agency ISI, Lakhbir Singh Rode was involved in terrorist activities against India in Punjab at the behest of Pakistan’s intelligence agency ISI.

If reports are to be believed, in October, the investigating agency NIA had seized the properties of Lakhbir Singh Rode after a raid. This raid was conducted in Moga, Punjab. The agency took this action while it was investigating six cases against Rode for active participation in terror-related activities between 2021 and 2023. Rode was the head of the banned organization International Sikh Youth Federation (ISYF) and was declared a terrorist by the government.
