Narnaul News: On May 11-12 last year, by order of the state government, Hafed procured a large quantity of mustard in the grain markets at the government’s support price, but now, despite more than two weeks, it remains a noose on procurement officials’ necks. Since the mustard that is procured does not reach the communities, the farmers do not receive any payments and the brokers also have to reckon with losses. About 1.25 lakh sacks of mustard remain in the district’s mandis, which have been battered by repeated rains. This leaves about 40-45 crore rupees of the farmers in the district.

It is worth noting that this time the state government announced the purchase of Rabi season mustard crop from March 28 at the government support price of 5450 rupees per quintal. This mustard was bought for the central agency Nafed. Then, as a procurement agency, Hafed bought about 23,000 tons of mustard from six mandis of the district. Due to exhaustion of the NAFED quota before April 20th, this purchase was halted midway as thousands of farmers sought to resume buying mustard at the government support price. After a few days the government made a new decision and decided to open the buyback for only two days on the 11th and 12th, but then the farmers had burst into the mandis with a huge amount of mustard as only two days were set. Given that previously across the county, only 23,000 tons of mustard were bought in 20 to 22 days, that number has risen to over 28,000 tons in just two days. With mustard arriving in such large quantities, there was not even room to step into the mandis and the entire system was destroyed. Due to the record-breaking arrival, the procurement office needed several days more for the mustard procurement and the weighing itself, otherwise the weighing system was in place for the daily procurement, which later completely collapsed. Vehicles laden with mustard were parked all over the Mandis.

1.25 lakh sacks are still in the mandis:

Mustard is still in the mandis due to the record-breaking arrival. While Nangal Chowdhary, Satnali and Kanina Mandis have been evicted from the district, the grain markets of Narnaul, Ateli and Mahendragarh have still not put mustard on the market. On the other hand, the weather changes again and again at this time of year and it rains again and again at short intervals. Since there are not enough canning sheds available in the mandis, there is a lot of mustard under the open sky, which spoils due to the wetness in the rain and is also delayed. It is the worst in Ateli Mandi, which is where most of the mustards came in in the district. Ateli Mandi still stores 1.12 lakh sacks of mustard but it is not harvested. Likewise, out of a total of 128,241 sacks in Narnaul, around 18,000 sacks are still kept on the market. There are also 6,000 to 7,000 sacks in Mahendragarh.

Farmers do not receive payments:

Mustard farmers who are denied the harvest on the market are not paid. According to the rules, payment to farmers is made only after the record of mustard goods that have reached the ground is made. Under these circumstances, hundreds of farmers in the district are still barred from payments due to arrears on mustard mandis. This outstanding amount is between 40 and 45 crores. Again and again farmers call and talk to the officials about receiving the payment.

This time Hafed had gotten mustard through the agents. Instead, the government gives jobbers commissions, which they only receive when the mustard goods hit the ground. Before that, the broker has to bear the costs for soaking, drying, cleaning and all other costs. Mandi Pradhan Lala Brijmohan Garg said the commission agents lost several hundred rupees this time due to the delay in lifting.

Problems due to lack of space in the warehouses

Hafed District Director-General Neeraj Tyagi said the district’s population has declined this time due to record-breaking mustard arrivals. The district has a capacity of only 40 tons. Because of this, Mustard is sent to Jind and Panipat. There is also the problem that there is no clean mustard. Many trucks have been reversed, delaying lifting. This time the rain is a little more difficult. If the weather is clear, all of the mustard will be harvested over the next two to three days.
