Bahadurgarh News:In view of the possibility of sudden and predictable deterioration in air quality (AQI) in the National Capital Region, the Commission on Air Quality Management (CAQM) has revised the recommendations of the Graded Response Action Plan (GRAP). With the orders to implement the recommendations of GRP in Delhi-NCR from October 1, the administration has also intensified its preparations. Different rules are set in various stages of Grep. Under the new orders, this time even emergency services will not be exempted. The new changes are based on the experience and practice of previous years.

Anticipating air pollution in the coming days, the Graded Response Action Plan (GRAP) is going to be implemented in Delhi-NCR from October 1. The Graded Response Action Plan was notified in the year 2017 following an order by the Supreme Court. Grape restrictions will be effective by dividing the air quality into four parts. Now diesel generators will not be able to run in industries as well as in emergency services (hospitals, banks, etc.). Only CNG and hybrid generators will be allowed. There will be strict restrictions on the operation of older vehicles. Burning of coal and wood will be completely banned in all restaurants, eateries and hotels if the air quality index crosses 200. Along with the changes to GRAP, the Commission on Air Quality Management (CAQM) has also reconstituted its subcommittees. The CAQM has fixed certain actions in case of pollution exceeding a certain limit in the new system. This plan has been prepared keeping in view the data of Delhi’s air deteriorating every year from 2018 to 2021 to curb air pollution completely.

In the first phase of GREP, old diesel/petrol vehicles will be banned due to poor air quality if the air quality index is 201 to 300. In the second phase, there will be a ban on diesel generators along with definite action to tackle air pollution in areas identified as having very poor air quality when AQI is between 301 to 400. In the third phase, air quality index between 401 to 450 will be considered severe. During this period, four-wheelers running on BS-3 petrol and BS-4 diesel will also be banned. Primary schools will also remain closed.

Most strict in the fourth phase

In the fourth phase, AQI more than 450 will be considered as a very serious situation. In such a situation, four wheelers registered outside Delhi, except electric vehicles, CNG vehicles, Bharat Stage Six diesel vehicles and vehicles carrying essential commodities, will not be allowed to enter the cities. There will be a complete stop on construction activities. Governments may also adopt additional emergency measures such as closing educational institutions, implementing the odd-even system, and shutting down non-emergency commercial activities.

Grape restrictions were in place since October last year. Various types of industrial restrictions were imposed in its different phases. The industry had to suffer huge losses due to this. There is no restriction on the use of LPG, natural gas and other gases. Whereas there is no restriction on using diesel generators up to 19 kilowatts (there will be a ban on grapes). Whereas dual mode generators of 19 to 125 kilowatts will be able to run only for 2 hours during grapes. However, there will be no restriction on retro fitted ECD with dual fuel mode of 125 to 800 kW. Whereas generators with capacity more than 800 kilowatts will also be able to run for two hours during peak timing. Along with administrative measures, public participation is also necessary to reduce air pollution. Air quality is linked to the health of millions of citizens. The common man will have to adopt standards based vehicle system along with public transport. Based on past experiences, NGT has made changes in the provisions of Grape. If unannounced cuts in electricity supply reduce, there will be no need to run generators.
