UGC Secretary Manish Joshi said it has been observed that many higher education institutions (HEIs) and colleges have entered into collaborative agreements with foreign-based educational institutions or providers not recognized by the Commission and are issuing foreign degrees to students. He also said that any such collaboration or arrangement is not recognized by the UGC and accordingly, degrees issued after such collaboration arrangement will also not be recognized by the Commission.

Joshi said the UGC has also learned that some edtech companies, advertising in newspapers, social media and television, are offering degree and diploma courses in online mode in collaboration with some foreign universities and institutions. Joshi said that such franchise system is not allowed and any such course or degree will not be recognized by the UGC. As per the rules, action will be taken against all defaulting edtech companies as well as HEIs.

Secretary Manish Joshi said that students and general public are advised to take proper precautions and take admission for such courses at their own risk, UGC will not be responsible for this.
