Explainer on HECI Bill: According to the provisions of the National Education Policy 2020, many changes are being made from school education to higher education level. If we talk about higher education, various regulators currently regulate the institutions of the country regarding non-technical and teaching education. Let us tell you that now changes are being made in this system. Now preparations are being made by the Central Government to replace separate regulators of higher education with a single regulator.

According to the provisions of NEP 2020, efforts are being made by the Central Government to soon constitute the Higher Education Commission of India. This commission will re-implement new rules for all non-technical and technical higher education institutions as well as teacher education institutions in India. While sharing the information in an interview, Union Education Minister Dharmendra Pradhan said that ‘the bill regarding the formation of Indian Higher Education Commission can be presented in the Parliament soon.

HECI Bill: Higher Education Commission of India

At present, the regulator of all non-technical higher education universities in the country is the University Grants Commission (UGC). All the central universities, state universities, deemed universities, private universities and all these related colleges and other higher education institutions i.e. HEIs of the country are operated as per the rules of UGC.

This commission, from giving recognition to all the educational institutions for technical education to deciding the course, standards and rules related to admission process, syllabus, examination, etc., are made through the All India Council for Technical Education i.e. AICTE. On the other hand, teacher education works on the regulation of institutions providing courses i.e. B.Ed, D.El.Ed, B.Ed, M.Ed, B.El.Ed, etc., which is conducted by the National Council for Teacher Education (NCTE).

HECI Bill: What will be the changes

The ‘Higher Education Commission of India’, to be formed after the HECI Bill is passed by the Parliament, will now function in place of the UGC, AICTE and NCTE. Now HECI will implement the rules for all the technical, non-technical and teacher education institutions of the country.

HECI Bill: Medical and Law

Medical and law will be kept out of the scope of the newly constituted ‘Higher Education Commission of India’. In such a situation, the work of regulating institutions related to medical education will continue to be done through the Indian Medical Council (MCI) and other regulators. At the same time, the rules of law education institutions will continue to be governed by the Bar Council of India (BCI) as before.
