A good news has come for the Group C employees in Haryana. The employees there will now also get a chance to serve in another department as per their choice. Such employees working in government department, board-corporation and government establishment, who have completed the probation period of about two years, will get the right to transfer to another department. Now the Human Resource Department has also prepared a draft to create a third-class common cadre, on which only the Finance Department and the Legislative Department are yet to be approved. Earlier, the state government has now made 12th as the minimum educational qualification for Group C posts in all departments.
Promotion opportunities will increase
Now all the employees who get third class post through direct recruitment and promotion will get its benefit. After the approval of this bill, the opportunities for promotion for the third class employees will also increase. Till now it happens that whenever a person is appointed on regular basis, he continues to work in the same department till retirement. The name of that employee also gets included in the seniority list of the department in which he is posted. Generally, the seniority list of each cadre post in all departments is made separately for the employees of the head office and field offices located in Haryana.

Then the employees get promotion as per the terms and conditions in the departmental service rules applicable. Under this provision, field cadre employees and head office employees cannot be transferred to the field except as permitted by the service rules. Field cadre employees of Group C posts in most departments have to wait for about 10 to 20 years to get further promotions, while head office employees in the same post get promotions earlier than field cadre employees.
