Lack of coordination in CS and Home – 1 year delay in becoming IPS from SPS, waiting for 16 officers for DPC

Bhopal – In Madhya Pradesh, the officers of the police department are waiting for the CS and Home seal to become IPS for the last one year. 16 officers are to be cadre allotted from SPS to IPS but DCP has been delayed due to coordination in CM and Home. This series continues with the new ones as well. However, SPS has definitely got relief for promotion. The Union Home Ministry has fixed the deadline for getting CS to DCP by the last week of March.

Interestingly, this is not the case with IPS officers. He has been given time-to-time promotion. IGs and SPs got promotions on the last day of the year itself but there was a delay in the case of 1996-96 batch State Police Service officers. As a result, the Union Home Ministry, intervening due to the delay in DPC, was instructed to conduct DPC of 10 officers last year and 6 officers in the year 2023.

The reason for the delay is that there is no coordination among the officers sitting in the ministry to become IPS from the State Police Service. Due to which, according to the rule of promotion, many officers have also been out of DPC. That is, due to the attitude of the officers, they have been excluded from the scope of promotion. Officials said that ten posts of IPS officers are vacant in the state and as per rules, the names of 30 SPS officers (three times the number of vacancies) had also been sent to the Centre. Those with impeccable service record and below 56 years of age were to be promoted. Ten officers are awaiting promotion to the All India Service. Among them Gopal Prasad Khandel has crossed the age of 56 years. That’s why they are out of the scope of promotion. The names of Devendra Kumar Sirolia and Anil Kumar Mishra will not be considered. Because departmental inquiry is pending against him.

Date fixed 5 times but no meeting

Officials say that after the clearance of UPSP, the date for DPC was fixed 5 times but the meeting did not take place. Meetings were called for DPC in January and February also but were canceled due to the busyness of the Chief Secretary. The DPC was to be held on February 27 as well but it did not happen due to the Vidhansabha session. Now the state government will have to do the DCP by the last week of March.

Names of these officers fixed for promotion

Sunder Singh Kanesh is the junior most in the 1996 batch as per the gradation list of SPS officers. He is likely to be promoted. Prakash Chandra will be the only officer from the 1995 batch to join Parihar. The remaining nine are from the 1996 batch. SPS officers who have joined IPS include Prakash Chandra Parihar, Vinod Kumar Singh, Manish Kumar Khatri, Rajesh Kumar Tripathi, Sunil Kumar Mehta, Virendra Kumar Jain, Devendra Kumar Patidar, Rai Singh Narwaria, Ramsharan Prajapati.
