Bhupendra Singh Hooda said that the electronic bidding order imposed on January 19, 2023 violated the provisions of Sections 39, 40 of the Haryana Panchayati Raj Act 1994 and Rule Nos. 11 and 134 in the 1996 Rules contained thereunder. The relevant decision was made by the Honorable Punjab and High Court in 2017. The rules make it clear that the panchayat representatives have full authority to decide on the funds of the panchayat. No officer or contractor can acquire them. Therefore, the new regulations imposed by the government, which are unconstitutional, must be rejected.

President Chaudhary Udaybhan, speaking about the memorandum, said that today law and order in the state has disappeared. There is no law and order in the state. In the BJP-JJP government, the people of the state feel terrorized and the criminals feel safe and protected. The memorandum also mentioned the threats the MLAs had received in the past and the instances where two youths were burned alive by Bhiwani in Loharu. Due to the increasing crime in the state, private investments are not coming. That is why unemployment is constantly reaching new dimensions. Today, Haryana ranks highest in the country with a 29.4 percent unemployment rate. Haryana has an unemployment rate four times higher than the whole country. Worried about their future, young people are forced to emigrate to other states and other countries.

The memorandum states that in addition to unemployment and crime, corruption in the state is also at its peak. New scams appear every day. The government saves the criminals by covering up all cases on behalf of SIT. Congress has requested the governor’s intervention on all issues such as e-procurement, corruption, unemployment and crime and has given the government the necessary direction.

Before the memorandum was handed over to the governor, an important meeting of the Congress Legislature Party was held under the chairmanship of Bhupinder Singh Hooda. Chaudhary Udaybhan was also specially present at the meeting. It discussed in detail the issues to be discussed in the second phase of the Vidhansabha Budget Session. Along with the memorandum to be presented to the governor, Congress will seek responses from the government on issues such as inflation, farmer compensation, MSP, education, health, and power and water.
