Rohtak: Shivaji Colony Police have registered a case of fraud involving six, including then BDPO, SDO, JE, the village secretary, for panchayat funds being embezzled through forged receipts. After receiving the information from RTI, the complainant alleged that fraud was committed in the government school in the name of cutting Kabli Kikar. Fake invoices were created for this. The JCB number shown in it is from Auto-Tricycle. The accused committed fraud amounting to Rs 1 lakh 58 thousand 400. The defendant is to recover the amount.

Complainant Jaipal Dagar, resident of Sector-6 Bahadurgarh, said in a complaint addressed to the SP that the defendants had collectively embezzled Panchayati funds by issuing forged receipts and showing forged works in the records. Bill No. 310 of 11 August 2010 in Panchayati Records taken under RTI shows the cleaning of bushes at the school by JCB Machine No. HR 46B 1532. The entry of this bill was by JE Mohan Lal on page 99 made from Book No. 377. While the RTA reported on July 27, 2022 that registration number HR 46B 1532 belongs to an auto rickshaw carrying a passenger.

Apart from that, the Department of Transport’s official website for highways also clearly shows that the tricycle (passenger) has been assigned registration number HR 46B 1532. Evidence that it is a car number was also found on the government’s mobile app, mParivahan. Based on these reports, it is proven that the JCB machine pictured on invoice number 310 is fake and that this receipt is also fake. These fake receipts were only issued to steal the Panchayat Fund money. No such work was actually done on the ground, only on paper.

The complainant said that another shocking black act was committed with this fake receipt number 310. A JCB machine has been used for 160 hours cleaning the school’s kikar. Accordingly, the JCB machine was run an average of 8 hours a day for 20 days. The area of ​​the village school in Kabulpur is not very large. Only small weeds grow there along the wall. If they have to be cleaned by machine, it may not even take half a day.

After 20 days, on August 31, 2010, another receipt #308 was issued in the name of cleaning Kabli Keekar of the school. On which, in turn, the work of 96 hours of the machine was shown. Accordingly, the machine was again operated for an average of 8 hours a day for 12 days. All these calculations are entered in book no. 377. But when examining the documents taken under the FTI Act, it was found that no entry was made in the book just for this Bill No. 308. Before that, invoice number 307 and invoice number 309 were entered on page 98 or 97 of MB number 377. According to the facts, 308 and 310 are fake. JD construction workers have received 62,400 and 96,000 rupees by check from Gram Panchayat’s account without doing any work which other officials have assisted in handing over the bill. The amount along with compound interest should be reclaimed from them.

Police have registered a case under sections 409, 420, 467, 468, 471 of Bhadsan against former Sarpanch Sandeep, then BDPO Ashish Mann, SDO Sushil Lathar, JE Mohan Lal, Village Secretary Rajendra Dhaka and Jethi construction workers.

The complainant has alleged fraud in the Panchayat Fund. On this basis, proceedings were initiated against the six accused. The case is under investigation. – Shamsher Singh, SHO Shivaji colony
