New Delhi: On the instructions of Lieutenant Governor Vinay Kumar Saxena, the Delhi Development Authority has filed a complaint with the CBI against the officials and contractors responsible for the poor construction quality of the Signature View Apartments in Mukherjee Nagar. According to the information received from reliable sources, after the strict attitude of the Lieutenant Governor on this matter, the DDA has filed a complaint, after which the way has been cleared for the investigation of this matter by the CBI.

No one has said anything openly on behalf of DDA on this matter but, inside accounts have told that CBI will start investigation soon. On the condition of anonymity, an official said that following the instructions of the LG, the DDA has filed a complaint with the CBI for registration of the FIR, in which the officials involved in the said case are 3 related to engineering, 6 chief engineers, 9 superintendents. Engineer, 9 Executive Engineers, 4 Assistant Engineers and 8 Junior Engineers.

It is alleged that hundreds of lives have been put at risk in the structurally damaged Signature View Apartments in Mukherjee Nagar. Now the CBI will register an FIR against the DDA officials, contractors, builders involved in the case. Signature View Apartments was built during 2007-2009 and allotted to people in 2011-2012, but within a few years, the building has become structurally unsafe.

It has 336 HIG, MIG flats. The Lieutenant Governor took cognizance of the serious issue of its being unsafe within just 2-3 years of its formation. After which the Lieutenant Governor had issued an order to start immediate action on January 24, 2023. While a vigilance inquiry was conducted in this matter as per the direction of the Lieutenant Governor, the role of DDA officials was unearthed.

Thereafter the matter has now been referred to CBI wherein DDA has requested CBI to register FIR against all the concerned contractors like M/s Winner Construction Pvt Ltd and M/s Grover Construction Pvt Ltd, testing agencies M/s Bharat Test House and M/s Delhi Test . The vigilance audit prima facie found non-adherence to quality assurance as prescribed in the contract and CPWD manual. The concrete in the building structure was found, in most places, to be of a lower grade than expected and an independent expert recommended immediate evacuation of the buildings. The contractor and officials did not follow the prescribed norms and terms and conditions of the agreement.
